Los Angeles County Sheriff's
Office Has Fascinating History
Dating Back to the Year 1850
A MALIBU TIMES FEATURE
When the California Consti¬
tution became law in 1849, it
declared that the legislature
was to provide for the election
of County Sheriffs by the peo¬
ple. In 1850, George T. Burill
was elected first Sheriff of
Los Angeles County. He was
assisted by a force of two de¬
puties. If a situation arose re¬
quiring additional assistance,
the Sheriff would Deputize
some of his personal friends.
Thus began a Department of
County government that has
moved progressively forward
through the years, with honor
and credit.
There is little in the way of
documented history of the De¬
partment in its early days.
There were no official records
kept until 1915, and it was not
until 1928-29 that the Depart¬
ment published an annual re¬
cord of its activities and ac¬
complishments. (Note: Bien¬
nial reports dating back to
1928 are available at the Los
Angeles City Main Library).
What is known of the early
years originates from the var¬
ious writings and verbal de¬
scriptions of those connected
or closely associated with the
Department during this per¬
iod, from newspaper files, and
from other sources.
The first elections for the
Office of Sheriff were held an¬
nually, but in 1882 the term
of Office was increased to two
years, and in 1894 it was in¬
creased to four years- the
present length of term.
Facts About Past Sheriffs
Of the 23 who have served
as Sheriff since 1850, 18 were
elected and 5 were appointed
by the Board of Supervisors
to serve the unexpired term
of thir predecessors. Of those
appointed to Office, three were
re-elected to the Office at the

Dates Set for
Malibu Festival
In September
Dates for the Malibu
Festival were confirmed this
week for September 14, 15, 16
& 17, (Thursday thru Sunday),
according to Chamber of Com-
nerce Vice President, Larry
Averill and chairman of the
Festival.
The program of events
include both aquatic and land
sports, highlighted by compet¬
ition in the Miss Malibu Con¬
test •— and Ted Fox of [he
popular Childrens' Fashion
Shop in Pt. Dume Plaza, is
already on the lookout for
personable Malibu misses to
enter the competition.
Entertainment includes an
Invitational Surfing Meet on
whichever day the “surf is
right”. A regatta is planned
by the Malibu Yacht Club and
paddle board races, dory rac¬
es, and rough water swimming
by the Department of Beaches.
A Fishing Derby by both
boat & surf will be sponsored
jointly by Malibu Pier and
Paradise Cove Pier. Pepper-
dine University stages Invita¬
tional Volleyball games and
Trancas Riders and Ropers
plan a horse show — and for
the youngsters, a sand castle
contest on the Malibu Beach.
Information booths, official
programs, Malibu license
plates and stickers will be
available at various sites dur¬
ing the festival.
For promotion of the 4-day
festival, Malibu Chamber of
Commerce has pledged $500,
and anticipated donations
from merchants, organizations
and private residents, hope¬
fully will make up the balance
of $1000, needed for brochures,
publicity, etc.

Sheriff Warns
of Extortion
Attempts
Sheriff Peter J. Pitchess
warns all businessmen in the
community that they could be
contacted at any time by per¬
sons attempting to extort large
sums of money by telephone.
These criminals use many dif¬
ferent ruses, but the ones used
most frequently are those
threatening bodily harm to the
individual or his family or the
threat that a member of his
family has been kidnapped.
All calls, of this type should
be viewed as potentially dan¬
gerous and the Sheriff’s De¬
partment’s primary concern is
the safety of the victims or in¬
tended victims.
Anyone receiving such a tel¬
ephone threat should follow
these basic steps:
1. Listen carefully to the caller
and attempt to recognize any
peculiarities or distinctive
qualities in the caller’s voice.
2. Write down in detail, every¬
thing the caller says; do not
rely upon your memory.
3. If you have the capability,
tape record the conversation.
4. Try to verify the validiyt
of the call; i.e., if the caller
says he has a member of your
family, try to immediately as¬
certain by telephone that they
are safe from harm.
5. Call your local Sheriff’s Sta¬
tion at once, and relate the
complete information.
Pepperdine Has
New Assistant
To Chancellor
Dr. M. Norvel Young, Chan¬
cellor of Pepperdine Univer¬
sity, announced today the ap¬
pointment of E. Dale Click as
Assistant to the Chancellor.
“His long and outstanding
interest in Christian educa¬
tion makes Mr. Click an es¬
pecially valued member of our
team,” Dr. Young siad.
The new assistant will be
particularly involved in devel¬
opment of the university’s new
500-acre campus in Malibu,
but will also be interested in
the total university develop¬
ment, including Los Angeles,
Orange County and Heidel-
burg, Germany, campuses.
A major effort which will be
spearheaded by Click is to
make the Malibu campus a
nationally recognized shrine
for the preservation and ap¬
preciation of trees from all
over the world.
His wife, Martha Jane, is
the daughter of the late Dr.
and Mrs. Louis G. Gray, mis¬
sionaries to Japan. The Clicks
have two sons: Barry, a stu¬
dent at Princeton Theological
Seminary, and Dean, a stu¬
dent at Wittenburg University.
