During one election forum,
candidates say the behavior
of certain council members
toward public speakers during
meetings is inexcusable. Other
issues addressed are school
traffic safety and lights, as
well as the proposed overnight
camping plan for Malibu's
parks.

The 2010 Malibu City Council
election race candidates faced a
firestorm of questions at two pub¬
lic forums in the past week.
Malibu High School students
last Wednesday and the Malibu
Township Council on Saturday,
who grilled the council hope fills on
their knowledge and stance on key
issues, including temporary lights
for school sporting events and traf¬
fic safety, hosted the forums.
But candidates were given the
opportunity' to discuss a new topic
when the Malibu Township Council
asked whether they thought the
sitting council has been polite and
respectful when listening to public
comments at city’ meetings.
All the candidates expressed
disdain at the behavior of the cur-

Marking the end of her term
on the city' council, Malibu
Mayor Sharon Barovsky’ deliv¬
ered her final State of the City
address last week Thursday at
the new city hall, during which
she defended the council’s busi¬
ness decisions from criticisms
that 2010 council race candi¬
dates have fired at the sitting
council members.
Attendees included Los
Angeles County Supervisor Zev
Yaroslavsky who, in addition to
praising Barovsky’s public ser¬
vice achievements, announced
that Santa Monica College will
be the primary tenant in the
county-owned Civic Center.
The SMC satellite campus
will replace the Sheriff’s sub¬
station. However, one class¬
room will be converted into an
Emergency Operations Center
in case of a crisis or natural
disaster.
The lease has not yet
been approved by SMC but,
Yaroslavsky said, “The devils are
in the details and I think most
of the details have been worked
out and most of the devils are
gone. I hope we’ll be moving
on this very quickly.”

Sketch released in Point Dume
sexual assault case
A woman was attacked in
broad daylight Friday while
jogging at the Point Dume
Preserve State Park.

Los Angeles Count)' Sheriff’s
officials released a sketch of a man
who reportedly sexually assault¬
ed a woman while she was jog¬
ging at the Point Dume Preserve
State Park Friday last week about
noon.
The suspect fled in die victim’s
white with silver trim, 2004 Toyota
Land Cruiser with the license
number 1VBA918, according to
a press release from the Malibu/
Lost Hills Sheriff’s Station. The
suspect is still believed to be in the
possession of the victim’s car. The
incorrect license number was given
at first, which Sheriff’s detectives
made it difficult to try and track
the vehicle.
“Hopefully, with the correct
license we’ll be able to get this
guy,” Sheriff’s Lt. Scott Chew said
Tuesday.
The city planner says sign
enforcement is not a top prior¬
ity. Meanwhile, council can¬
didates say more needs to be
done to enforce city codes.

candidates are violating the city’s
sign ordinance.

a permit on the east- facing side
of Super Care Drugs in Malibu
Village on Sunday — the day after
a public forum during which can¬
didates answered how they would
ensure that code enforcement is a
top priority within the city.
“There are no size limitations
on campaign signs in our city
code,” Gillespie said Tuesday in a
phone interview. “The only unfair¬
ness is die other candidates would
like to have their signs there.”

This article is the first in a
four-part series on Malibu
City Council elections from
1990 to 2000. This week's
focus is on the 1990 elec¬
tion, in which voters were
asked to decide whether
Malibu should become a
city and the five people who
should serve on the first city
council. The race included
32 candidates who were in
the competition for a variety
of reasons, not necessarily
with the intention to win.

By 1990, the sentiment for
cityhood in Malibu was at the
highest level it had ever been.
Several times during past years,
incorporation movements had
formed in the coastal commu¬
nity, stretching from Topanga
Canyon to Leo Carrillo Beach.
Twice the issue went before die
voters, with a landslide loss in
1964 and a near victory in 1976
when just 108 votes separated
the noes from the yeses. That
loss was blamed on the contro¬
versial inclusion of Sunset Mesa
in the proposed city boundary
since the residents of that area
overwhelmingly rejected incor¬
poration.
During the next cityhood
effort, begun in 1987, the
county government was threat¬
ening to install a sewer system
that many said would pave the
way for unlimited development,
turning rural Malibu into Miami
Beach. The threat of a sewer
was nothing new, but this time
it looked like the county was
going to get it done, against the
wishes of a vast majority of the
